Codeschema.LocaleCode: Stable locale code used by APIs and storage.
Labelstring: Author-facing locale name.
RTLbool: Uses right-to-left admin presentation.
FallbackLocales[]schema.LocaleCode: Configured locale codes checked in order when this locale has no value.

Code is the stable wire and storage identity; changing it is a data migration. Label and RTL affect authoring presentation. Fallback chains must be acyclic and may name only configured locales.
